The COP’S have no legal structure underpinning them which would make them Legally Binding,valid in law. The pledges made by countries are non mandatory so countries have no legal obligations to keep to their targets.In contrast Fossil Fuel pay very expensive lawyers like Baker Botts to draft Legally Binding international treaties to drill for and transport Fossil Fuel. Countries know this .Their are no concequences if they don’t keep to their pledges. And their fossil fuel is legally protected.
